CHILMARK PERSONNEL BOARD MEETING JUNE 25, 2005 – CHILMARK TOWN HALL

CALL TO ORDER:  4:02 PM  

PRESENT:  Members Jennie Greene, Max McCreery, and Richard Williams. Also present:  Riggs Parker Board of Selectmen and Chuck Hodgkinson. Absent:  Lois Norton, Henry Burkin and Polly McDowell.

NEW BUSINESS

The Board met to review the resumes and pay rates for the two newly hired employees who start on July 1, 2005:  Deborah Cini as Administrative Assistant for the Planning Board and Housing Committee and Chuck Hodgkinson as the Coordinator of Administrative Support (CAS).

After review of the personnel by-law, the board did not entirely agree with the starting pay rate for Ms. Cini that was a step higher than her pay scale as a temporary employee.  Upon further discussion the board conceded to keep Ms. Cini’s starting pay at level set by the Executive Secretary.  Mr. Williams made a motion to start Deborah Cini at Grade 6, Step 3.  Mr. McCreery seconded and the vote was unanimous in favor.

Chuck Hodgkinson left the room for the review of his resume, qualifications and pay discussion.  The Board moved seconded and unanimously approved to increase his starting pay from Grade 8, Step 1 to Grade 8, Step 3.  The Board of Selectmen approved a starting wage up to Grade 8, Step 3 for this position -- pending final approval by the Personnel Board.

At the Executive Secretary’s request, the board discussed Annette Anthony’s concern that the new pay rate for her new job description was Grade 6, Step 2 – a step lower than Deborah Cini’s starting wage.  Upon review the board clarified that it is not an “operating board” per se but is charged with the role of setting personnel policies for Town employees and making sure they are carried out appropriately.  It is the Executive Secretary’s role to propose wage rates for the various existing Town positions and employees that fall directly under his supervision.               

Mr. McCreery made a motion to adjourn the meeting.  Mr. Williams seconded.  It was voted and so carried.  The meeting adjourned at 5:00 PM.
